The Youth Justice Board (YJB) is to open the Keppel Unit at Wetherby Young Offender Institution (YOI) in West Yorkshire on 6 October. The 48-bed unit will offer better targeted education and training, as well as dedicated health care to 15- to 17-year-old young men.
