Frances Crook of the Howard League for Penal Reform suggests the Youth Justice Board's proposal for a new young offender institution (YOI) at Glen Parva in Leicester runs counter to our strategy for reducing the use of custody for children (CYP Now, 13-26 August). Reducing the numbers of children and young people in custody remains a priority for the Youth Justice Board. The proposed YOI at Glen Parva will enable us to reduce our capacity elsewhere and help solve an existing problem - that of children who are sentenced to custody being placed far away...
