The 2006 Offending, Crime and Justice Survey found more than three-quarters (78%) of young people aged from 10 to 25 had not committed any of the 20 core offences covered by the survey in the last 12 months. Amongst those that did break the law, many did so only occasionally or committed relatively trivial offences.
