In a bid to reduce reoffending, the plan, published yesterday (15 July), proposes putting councils in charge of the education of young prisoners. At present, the Learning and Skills Council and the Youth Justice Board (YJB) provide such services. But the plan has not ushered in any radical changes to planning and commissioning of services.
